Curriculum Vitae
Michael Libertus, born in 1959, first studied at the College for
Public Administration of the State of Northrhine-Westfalia, were
he left with the degree of "Diplom-Verwaltungswirt".
Then he joined the regional government authority Düsseldorf as
a civil servant for a year, which he left in 1981 for studying
law at Cologne University. He passed the first and second legal
state exam in Düsseldorf and finished his PhD in 1988. After a
year as Personal Assistant to the Director of Landkreistag
Nordrhein-Westfalen he joined Westdeutscher Rundfunk (WDR),
Cologne, in 1989, with stations as Personal Assistant to the
Head of Administration and Head of TV Programme respectively.
Since 1995 he is Legal Advisor and Staff Lawyer in the legal
department of WDR.
In this function he is a member of the EPG-working group of
the European Broadcastin Union as well as of the
ARD-Telecommunication Act working group.
He is also lecturer in broadcasting law and broadcasting
economy at Düsseldorf University.
