David J. Salant has worked in regulatory economics, particularly in
telecommunications, for over ten years. Dr. Salant is one of the
world's leading experts in spectrum auctions. He has assisted
numerous firms in acquiring rights to leases for spectrum
rights, oil leases, and other large assets in numerous multi-billion dollar
auctions. He has worked extensively with the government agencies of such
countries as Australia, Canada, Guatemala, Mexico and Peru in designing
mechanisms for regulatory restructuring and privatization. More recently,
Dr. Salant has focused on firms seeking to acquire spectrum licenses for
PCS, cellular franchises and microwave concessions in the United
States, Latin America and Europe, and LMDS in the United States. He has also
been developing market based approaches for meeting Universal Service
goals in telecommunications and has been a supplier of last resort
obligations in electricity. Dr. Salant has published widely and been
involved in numerous regulatory proceedings, including written and oral
presentations.
Prior to joining LECG, Dr. Salant was a principal member of the technical
staff at GTE Laboratories. He was responsible for developing engineering/economic models that assess new telecommunications
technologies. Dr. Salant received his A.B. in economics and mathematics from
Washington University, and his M.A. and Ph.D. in economics from the
University of Rochester. |
